U.S. Air Force retired Col. (Dr.) James Ruffer holds his Bronze Star with Valor at his home Aug. 16, 2013, in Summerlin, Nev. Ruffer received the Bronze Star with Valor more than 20 years after the events that took place which lead to his nomination for this medal. The Bronze Star with Valor was awarded in recognition of Ruffer’s efforts in Panama City, Panama, which lead to the Delta Force extraction of an imprisoned U.S. citizen.
