Junior planner, box city project

NELLIS AIR FORCE BASE, Nev.-- Tyler Bell, a third-grade student from Lomie Gray Heard Elementary School, introduces himself and presents his building proposal to Col. Steven Winklmann, 99th Air Base Wing vice commander, during the final phase of the Junior Planner Box City project Dec. 10. Colonel Winklmann spent the afternoon as acting mayor of Candy Town, helping the children at the elementary school construct and place buildings throughout their make-believe community.
