A slide during a town hall meeting introduces the new Nellis Family Housing Utility Billing Program Sept. 29, 2011, in the base theater at Nellis Air Force Base, Nev. Col. Steven Garland, 99th Air Base Wing commander, hosted the meeting to introduce base housing residents to the utility billing program, which will begin in January 2012. Utility billing was mandated by the Department of Defense as part of the transition to privatized housing.
