Dave Belote, 99th Air Base Wing commander, completed his Stripes for Exceptional Performance quota Jan. 4, after by promoting Staff Sgt. James Silcott, First Term Airman Course non commissioned officer in charge, with the assistance of Chief Master Sgt. Alfred Herring, 99th Air Base Wing command chief, to the rank of technical sergeant during a surprise promotion ceremony at bldg. 625. Each year, the Air Force releases a limited number of slots for a STEP promotion. The slots are distributed to the various Major Commands who distribute quotas to each of their wings. There are generally only two or three STEP allocations given to each Wing per year. Wing commanders can then use these allocations to select and promote outstanding individuals to staff sergeant, technical sergeant, and master sergeant.
