Nellis implements new Evaluation Management System

Managing the evaluations of thousands of Nellis Airmen moved to a new level this month as the base transitioned to the Evaluation Management System.

Implemented as part of the IGNITE Air Combat Command campaign, EMS is a Web-based SharePoint program that gives supervisors and commanders real-time access to the status of pending officer and enlisted performance reports. The system also establishes formal organizational routing chains to ensure evaluations are sent to the correct people in a universal manner.

"Many of our Airmen require an accurate and timely performance report for their application to special duty assignments or decorations," said Capt. Kristine Espinola, Manpower and Personnel Flight commander. "The EMS is a major step forward in making sure all performance reports are accurately and expediently completed so that these Airmen have a better chance to accomplish their career goals."

Supervisors of Airmen whose performance reports close out on Aug. 1 or later will receive an e-mail with a link pointing them to their individual's performance report. The supervisor will be required to provide data on the additional rater, enter the date of last physical fitness test, then check out and prepare the report. Once the report is drafted, the supervisor uploads it back into the SharePoint for additional rater actions and routing.

In order to minimize issues associated with EMS, members of a Nellis Tiger Team spent a year preparing for the transition. In May, the base ran a testing phase for the wing staff agencies of both the 57th Wing and 99th Air base Wing. Mass user training was also held for supervisors.

"With every new system there are a few obstacles in the beginning of its use, said Captain Espinola. "By going through stages in our roll-out of this new system we hope to bypass as many errors as possible that could occur."

EMS is the final initiative offered by the IGNITE ACC campaign. The program focuses on challenging and empowering every member of ACC to move into the digital age and toward a new way of doing business. DCO Chat, an office instant messenger, and MyplACCe, a military alternative to Facebook, are examples of how Ignite ACC is moving the Air Force into the digital age.
