Steven Garland, 99th Air Base Wing commander, hosted the meeting to introduce base housing residents to the utility billing program, which will begin in January 2012. Under this new program, housing residents will receive a monthly utility allowance to assist in paying for their electric and gas usage at their individual homes, and they will incur charges if their usage costs rise above their allowance.
